F13 sticks toward the middle. It’s never great, but it’s never offensively bad either. It did some things that were kind of unique and brought its own new genretropes to the table too. And if it wasn’t for F13 movies spearheading keeping slashers huge at the box office for several years, it’s possible the Nightmare movies never would’ve been green lit. So it does have a deserved spot at the same table with Halloween, Nightmare, even the godly TCM for that matter, despite never having put up any A+ material.
