So to melt that some one can use nuclear bombs or redirect some small astroid and hit it at poles so that the ice breaks. Once there is water then we can somehow grow first plants there with fertilizers. Water available , lot of CO2 available. Slowly temperature raises, water flows, oxygen is produced. And then water evoparates, forms clouds, rains. More plants, and now we have a new green habitable planet !!!!!!!
