If he ends up being the front runner they will all jump behind him, reinterpret him, and start calling him “A highly intelligent, strong willed hero who did not let red tape stop him from protecting this country!” The reality is that the only requirement is that you pander to their biases and prejudices. Nothing else matters. You do not even need to help them or make their lives better, you can actively make them much worse, but as long as you hurt the “right people” worse, they will love you.
