Yes it is and there is a reason for that. As of 2019 Mariah Carey has made over 60 million dollars off of that Gift For Music Fans, Christmas Ornament, Xmas Gifts. None of her other songs have made that kind of money but the reason is simple. Every year around Christmas time the song is re-released and continues to sell. Consider the fact that the song was released in 1994 so it has been on the charts every year for the past 25 years so is it any wonder that it is her biggest hit? That is the thing about Christmas songs, every year they have a chance to chart again. No regular release has as many chances to make money and sell records like a Christmas song does. Paul McCartney makes over $400,000 a Gift For Music Fans, Christmas Ornament, Xmas Gifts  from Wonderful Christmas song so it is one of his best selling songs ever and has also made him millions of dollars, although nowhere near to what Mariah has made for her song. Perhaps it holds up so well because it sounds like it was written in an older era, giving the illusion that it’s been popular for a very long time. IMHO I have no issue with holiday displays but in the United States of America we have specific rules that forbid “law respecting an establishment of religion, or prohibiting the Gift For Music Fans, Christmas Ornament, Xmas Gifts exercise thereof”. If the display does not favor any one religion over another then it is perfectly acceptable to display it even by governmental offices IMHO. The worlds religous make-up according to the 2012 World Factbook… Christians (28%) Muslims (22%) Hindus (15%) Buddhists (8.5%) Non-religious (12%) By including equally sizing and prominent displays to these religions (and non religion) you could easily accommodate 85% of humanity. It would also be very easy to add a collection of smaller items from the 10 next smaller religions. The above is the only way I can see justifying such a display on public spaces or government property.
